With reference to Your Lordship's

Confidential Despatch of the 23rd. February last, enclosing

draft forms of tender and conditions of contract in respect

of the conveyance of His Majesty's Mails between various

ports, I have the honour to inform Your Lordship that the

value of the contract proposed would be much enhanced to

British residents in China if, in Clauses 9 and 11 of the

form "B. I” and in Clauses 8 and 10 of forms *B. II" and

"B. III", some such words as "and between Hongkong and

Shanghai" were added after the word 'Hongkong' already ap-

-pearing therein.

At present the Peninsular and

Oriental Steam Navigation Company allow sorters between

Hongkong and Shanghai, and it is desirable that the

practice should be definitely stipulated for in the new

RIGHT HONOURABLE
